Idefoto: Web development at the Uruguayan Ministry of Foreign Affairs

The GeneXus-developed solution makes it possible to issue diplomatic and official passports.
The Ministry of Foreign Affairs (MRREE) of Uruguay continues to make its way into electronic management with GeneXus.

To the Business Information System – which enabled the government organization to query information on eleven customs offices worldwide – implemented by Cybernet, Ucom and Concepto in 2009, a new Web development has been added, this time based on the MRREE's need to provide a smart and high quality solution for photo capture, digital signature and passport issuance.

Idefoto was the ideal candidate to implement this solution, since it has previous experience meeting the needs of ministerial offices, municipalities and other government organizations in Uruguay and the region with customizable, scalable and safe systems for the interconnection and modernization of civil identification processes.

The MRREE needed a management system that included modules for interacting with hardware and Idefoto solved it by integrating modules developed using various technologies, including GeneXus. "The fact that it was done with GeneXus – says Alejandro Placitelli from Idefoto – gave us advantages in terms of speed, simplicity and support." Placitelli also emphasizes that the greatest challenge was to integrate the hardware and the application into the portal but that both integrations were successfully achieved.

Passport issuance: Integrated hardware and software

This time, Idefoto used GeneXus and GXportal to develop the new System for Issuing Diplomatic and Official Passports of the MRREE, which is responsible for identification with the purpose of issuing Diplomatic and Official passports from the Foreign Office.

The application includes management software with integrated hardware, with modules for interacting with the hardware, integrated into the portal of the Ministry of Foreign Relations (developed with GXportal).

The solution consists of the integration of hardware for photo capturing according to the ICAO's (International Civil Aviation Organization) standard for passports, as well as printing its pages and capturing digital signatures. It's all integrated into the same management application that, in turn, is integrated into the Ministry's portal.

The System for Issuing Diplomatic and Official Passports of the MRREE has the ability to capture photos, digital signatures and demographic data of the holder. It organizes all this information and prints it on the passport, using special passport printers and following the standards set by the ICAO in Document 9303 for travel documents. Also included in the system are renewal processes, control of expiry dates, registration of resolutions and authorizations issued by government offices for issuance, and entry of loss or theft claims.
